When it comes to infrastructure development in Africa, the words of Henry David Thoreau ring true:

“Simplicity, simplicity, simplicity! Let your affairs be two or three, not a hundred or a thousand.”

In the realm of infrastructure development, “less” can often mean fewer complications, less bureaucracy, and less room for corruption. And when it comes to procurement, streamlining the process can lead to increased transparency and accountability, which are crucial for the success of any infrastructure project. One way to achieve this streamlining is through open contracting, a process by which all information about a procurement process is made publicly available.

Open contracting is one of the most powerful tools for achieving transparency and accountability in infrastructure development.

Open contracting is a process by which all information about a procurement process is made publicly available, from the initial planning stages to the final contract award. This includes information about the project, the budget, the bidders, the evaluation criteria, and the final contract award.

By making the procurement process more transparent, open contracting can help reduce corruption and increase competition among suppliers.

Benefits of Open Contracting

Increased Transparency, Accountability, and Cost Savings The numerous benefits of open contracting.

For one, it can help to reduce corruption by making it more difficult for officials to award contracts to friends or family members. It can also increase competition among suppliers, leading to lower costs and better quality goods and services. But most importantly, open contracting can lead to cost savings for the government and taxpayers.

In Columbia, open contracting improved competition and led to a 6% reduction in a ward of direct contracts.

In December 2019, CoST Uganda, a champion of Open Contracting, launched the program “Promoting fair business practices in Uganda”. Through this program, they reported improved quality of infrastructure projects and increased competition by engaging more firms in the procurement process. This was achieved by providing information sessions, webinars, and meetings that emphasised transparency and communication, building trust among stakeholders and resulting in more businesses bidding for contracts. Open contracting is essential for ensuring that infrastructure projects are delivered on time, within budget, and to the expected quality standards. It also helps to increase competition, reduce the risk of corruption and promote transparency in the procurement process.

This can be done through training and education programs that help officials and bureaucrats understand the benefits of open contracting and how to implement it.

Additionally, it is essential to engage with stakeholders and build support for open contracting and transparency initiatives. This can be done through public awareness campaigns, stakeholder consultations, and other outreach activities.

In conclusion, by embracing the principle of “less is more,” we can do more to build the infrastructure that Africa needs to thrive. In addition, we can increase transparency, accountability, and cost savings in African infrastructure development by implementing open contracting and supporting transparency initiatives such as CoST, and Open Contracting Partnership.

However, there is still much work to be done to overcome the challenges and obstacles to implementing open contracting and transparency initiatives in Africa. Nevertheless, with a suitable investment in capacity-building and stakeholder engagement, we can work towards a future where infrastructure development in Africa is more transparent, accountable, and efficient.
